His Majesty's Consul General at Shanghai in his
reply presses for further details of enquiry
suggesting formation of Commission consisting of
British, American and Chinese judges from outside
Shanghai. I submitted his (? group omitted.) to
heads of legations this morning but it was decided
that such an enquiry would not advance the matter
or facilitate the solution.
His Majesty's Consul General, Judge and Crown
advocate all agree in deprecating prosecution of
Everson by the Crown.
